The Industrial Development Bureau (IDB) of Ministry Economics Affairs continues the “Eco-Technology Assistance and Promotion Project” in 2008 to provide industry with comprehensive eco-technology service by on-site assistance, education and training, dissemination, and promotion. The aim of this project is to assist industries to implant the concept and practices of eco-technology in existing manufacturing processes, products and services to result in effective pollution reduction, proper waste handling, environmental impacts minimization and increasing green productivity.
The main contents of “Eco-Technology Assistance and Promotion Project” includes: (1) providing industries with comprehensive eco-technology consultation to meet regulation requirements, 2) assisting industrial sector to propose countermeasures which comply with environmental protection trend, (3) coordinating with current environmental protection priorities to provide guidance on waste water treatment, exhaust (order) control, soil and groundwater contamination prevention and remediation, and noise control, (4) evaluating rationality of international and domestic environmental regulations and control standards and (5) organizing relevant dissemination, training and promotion activities.
This project contains five subjects: “Comprehensive eco-technology on-site assistance”, “Eco-technology development and promotion”, “Soil and groundwater contamination prevention and remediation”, “Legitimacy exploration of environmental regulations and environmental impact assessment tracing”, and “Eco-technology dissemination and promotion”. The project structure is shown as following figure.

Project Description
  • Comprehensive eco-technology on-site assistance (eco-technology industry on-site assistance)
    1. Continuously update contents of industrial eco-technology knowledge service and provide industry with comprehensive eco-technology information.
    2. Employ manufacturing process experts, scholars, industrial associations and technician associations to provide 150 factories with on-site assistances in eco-technology and regulations consultancy.
    3. Issue electronic information for eco-technology knowledge service in 10 different industries. The information should provide to 2,500 factories and 50,000 people.
  • Eco-technology development and promotion
    1. Collect information of clean production, end-of-pipe treatment technologies or equipment enterprises and choose 3 kinds of eco-technologies or equipment. Promote the selected eco-technologies (or equipment) through on-site assistance, industrial associations, project website, and workshops. Organize 2 symposiums on eco-technologies survey outcomes and invite relevant factories to participate in.
    2. Factory on-site assistant
      • Complete self-evaluation checklist for wastewater, exhaust and noise control practices. Conduct self-evaluation for 100 factories, investigate the weaknesses and compile solutions and improvement reports for the factories.
      • Provide on-site assistant to 50 factories (including wastewater treatment plants in industrial parks) in green production technology, air pollution, water pollution control, toxic chemical substances management, and noise control. Propose the improvement reports for the factories.
      • Investigate willingness of factories in Erren River basin and Changhua East -West no.2 and no.3 dikes area to transfer to industrial park. Propose the compensation policy for factories that transfer to industrial park.
      • Organize 2 workshops on eco-technology for factories in river basin. Provide participants with relevant regulations, clean production technology, and methods of figuring out improvement strategies in daily practices.
    3. VOCs reduction in specific industries
      • Select 50 factories from which participated in “2007 industrial VOCs reduction project in Yunlin, Chiayi and Tainan areas” to conduct the tracking on-site assistant. Provide reduction technology consultancy to those factories.
      • Conduct VOCs reduction on-site assistant to 10 factories besides Yunlin, Chiayi and Tainan areas and organize 2 workshops on VOCs regulations and reduction technology.
    4. Integrated management of wastewater treatment plants in industrial parks
      • Invite relevant scholars and experts to organize 1 panel discussion on stricter effluent standard for industrial park. Compile the discussion conclusions and provide to factories in industrial park and IDB for reference.
      • Establish environmental baseline data for wastewater treatment plants in industrial parks. Survey the legitimacy of stricter effluent standard for industrial park and compile the survey report.
      • Participate in technology review meeting of wastewater treatment proposal and on-site assessment coordinately. Evaluate related equipment specification and procurement proposal and provide comments on technical improvement.
    5. Assist IDB in review of factory’s application for non-urban land conversion for utilization and investment extension. Compile frequent Q&A in application process for reference. Organize the review meeting and invite experts and scholars to review factories’ pollution prevention proposal.
  • Soil and groundwater contamination prevention and remediation
    1. Promote the evaluation criteria for soil and groundwater contamination potentiality. Conduct on-site assistant in soil and groundwater contamination control and remediation for 10 factories that posses high pollution potentiality or on EPA monitorial inventory. Establish proper evaluation model, contamination prevention and remediation strategies and provide improvement reports for the factories.
    2. Select 4 factories that posses high pollution potentiality or on EPA monitorial inventory and provide in-depth on-site assistant. Conduct soil and groundwater pollution investigation or remediation evaluation. Establish feasible remediation technology and provide improvement report.
    3. Compile international and domestic information of soil and groundwater contamination site inventories, remediation technologies and case studies. Integrate the information into industrial eco-technology knowledge service contents for reference.
    4. Organize 2 workshops on soil and groundwater regulations, contamination prevention and remediation technologies.
    5. Compile soil and groundwater contamination prevention and remediation technical manual focusing on 1 DNAPL pollutant. Post the electronic version of the technical manual to project website for industries’ reference.
  • Legitimacy exploration of environmental regulations and environmental impact assessment tracing
    1. Legitimacy exploration of environmental regulations
      • Collect and analyze information of 2007 and 2008 EPA’s project on legislation, regulation amendment and international environmental regulations. Be aware of regulation amendment trend in air, water (sea), soil, toxic chemicals, noise and environmental impact assessment fields.
      • Establish legitimacy council, working committee and research teams that involve experts and scholars in variety of fields and call meeting regularly to discuss the environmental regulations amendment trend. According to EPA’s regulation amendment project, collect relevant information and standards from other countries and compare the legitimacy and feasibility from technical and economics points of view.
      • Provide comments and communication documents of environmental regulation amendment and coordinate with IDB to participate in regulation amendment negotiation meeting.
      • Assist industries to react and comply with environmental regulations. Strengthen relationship between industrial associations by collecting scientific data and comments from industries and delivering regulation related news and drafts that result from council’s research achievement.
    2. Assist the enterprise that have filed an EIA to compile the EIA evaluation results and declaration forms and provide necessary on-site investigation or administrative assistance. Invite experts, scholars and consultants to carry out at least 5 times of annual onsite EIA tracing and inspection of the enterprise that have filed an EIA. Make the enterprises’ commitment, modified items, execution status and tracing results available on project website.
  • Eco-technology dissemination and promotion
    1. Propagate this project through onsite assistant, project website, brochures, industrial associations, enterprises partnerships, industrial park service centers and environmental protection administrators to disseminate the consultancy resources.
    2. Maintain “IDB Eco-Technology Assistance and Promotion Project” website and provide intranet search function, the latest news of workshop or education activity, technology manuals, on-line consultancy, application for on-site assistance and registration for training activities.
    3. Collect contact information from industrial, governmental, academia and research sectors. Ask for articles from the public and send “Eco-Technology Highlights” through internet periodically. Compile local information about environmental administration, management, training, technology and research and send to related enterprises and personnel for reference.
    4. Publish 4 volumes of “Industrial Pollution Control Quarterly” and make them available on project website. Besides, send out the electronic version to industrial, governmental, academia and research sectors for reference.
    5. Organize 1 conference on industrial eco-technology (videoconferencing for central and south parts of Taiwan). Publish conference printed materials and CD-Rom, and make the information available on project website for reference.
    6. Coordinate to plan an environmental protection exhibition and provide the display items of the exhibition.
    7. Assist to manage and deliver environmental protection brochures and technical manuals published by IDB.
